Summary The Program Advisor reports to USAID's Middle East Regional Platform (MERP) Regional Program Office Director (or designee) and will support one or more USAID client missions, including USAID/Libya from May to August 2021. This position is meant to cover summer staffing gaps in the MERP Regional Program Office and provide high quality program office support to clients in the absence of one or more MERP Foreign Service Program Officers. The Program Advisor is expected to primarily support USAID/Libya but may also provide support to MERP and other MERP client missions, on a case-by-case basis. PLACE OF PERFORMANCE: USAID Middle East Regional Platform (MERP) in Frankfurt, Germany with up to one trip to Tunis, Tunisia to support USAID client missions. Travel will be contingent on global health conditions. Remote work may be authorized in the event that COVID-19-related travel restrictions remain in place. Due to visa requirements, the period of performance in Frankfurt, Germany is not to exceed 90 days. Responsibilities The Program Advisor must be able to operate independently to direct and manage work across the USAID Program Cycle, including as it relates to strategy implementation; budget planning and analysis; timely obligation of fiscal year funds for new awards and incremental funding actions; activity implementation; and monitoring, evaluation, and learning. The Program Advisor will work closely with the COR of the Monitoring and Evaluation (M&E) in Tunisia and Libya award to implement USAID/Libya's third party monitoring approach and other priority M&E deliverables. The Program Advisor will also oversee production of Development Outreach and Communications deliverables. The Program Advisor must collaborate closely with technical officers and MERP support offices, including the Office of Acquisition and Assistance, Regional Legal Office, Executive Office, and Financial Management Office. The Program Advisor will advise the MERP Program Office Director and USAID/Libya Country Director on all programmatic budget matters, liaising with the financial management team and Middle East Bureau SPO/budget team office. This may include preparation of annual budget cycle documents including the Operational Plan, Congressional Budget Justification (CBJ), Mission Resource Request (MRR), and Congressional Notifications. The Program Advisor will oversee budget implementation, in accordance with the Operational Plan. The Program Advisor will be responsible for managing USAID's response to relevant taskers emerging from Washington and the Libya External Office, and may also organize and facilitate meetings with key stakeholders that will be chaired by USAID mission leadership, including between USAID staff and implementing partners and government officials. Supervision: This position works with but does not supervise a team of FSNs and is limited in the number of tasks that can be delegated to other staff. The incumbent will need to be able to manage inputs from technical teams, draft documents, manage clearances processes, and ensure quality control for deliverables. Other duties as assigned Qualifications * Bachelor's degree in Economics, Public or Business Administration, International Affairs, or other field relevant to foreign assistance delivery * 7+ years of relevant work experience, preferably as a USAID Program Officer overseas Other examples of relevant experience include international affairs, development programming, project management, budgeting, reporting, and/or writing and editing in English * Level 4/4 (fluent) English required Knowledge, Skills and Abilities * French and/or Arabic helpful but not required. * Recent, hands-on experience with USAID Program Office functions highly preferred. * In-depth, professional-level knowledge of development principles, concepts, and practices, especially as they relate to foreign assistance programs in the MENA region. * Excellent communication and interpersonal skills required. * Ability to plan, organize, and manage policy and programmatic activities is required. * Familiarity with foreign assistance budgeting processes and comfort with budget analysis and planning is required. * Verbal communication skills, tact, and diplomacy are also required for working with MERP staff, clients, and implementing partners. * Ability to work effectively in a team environment and to achieve consensus on policy, project, and administrative matters. * Ability to draft and edit documents directly. * Ability to pass a background check to obtain USAID facilities access.
