The General Services Agency (GSA) is responsible for a broad spectrum of services to all the County departments and agencies including Fleet Services, Facilities, Procurement, Special Services, Security and Business Support. The Parks Department also is part of GSA and manages fifteen (15) different parks, three (3) regional golf courses, five (5) community centers and three (3) regional trails. It requires a very divergent workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.
Under general direction of the Chief Deputy Director of GSA Facilities, the Manager, Facility Projects Division is responsible for preparing, monitoring and managing operations budgets and supervising a team of Facility Project Specialists performing project oversight of large, complex outsourced construction projects, and project and furniture staff. This is position will be responsible for full- scope direct supervision, including overall unit performance goals and employee performance reports.
This position also provides contract administration and oversight of contractor performance for compliance with established scope of work including all necessary permits and drawings.
The successful candidate will be a seasoned manager of staff and of the oversight of facility projects. They will have experience developing and contributing to strategic plans, and training for and/orparticipating inprocess improvement events using methodologies such as Lean Six Sigma.
Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.
Facility Project Manager
Facility Project Manager is a Management position and is exempt from overtime. Incumbents in this classification are eligible for benefits at the MB3 level. More benefit information is available on the 'Benefits' tab.
Examples Of Duties
Duties may include but are not limited to the following:
* Manages staff including assigning work, setting priorities, overseeing work, and providing technical support; hires, trains, evaluates, counsels and imposes disciplinary actions for direct reports;
* Develops and monitors the GSA Project Group's construction and furniture budget; approves invoices for payment;
* Coordinates work schedules with customers to ensure customer satisfaction with minimal disruption to operations; resolve disputes and problems;
* Supervises, coordinates and reviews work prepared by professional engineering consultants;
* Responds verbally and in writing to inquiries from contractors, consultants, and various governmental agencies;
* Collaborates with customers, consultants, contractors, and regulatory agencies to develop, review and approve plans and specifications for submittal to Building and Safety; assists contactors in obtaining building permits and any other permits from regulatory agencies;
* Assists in the development, implementation, and achievement of goals and objectives in GSA's Strategic Plan and Lean Six Sigma portfolio;
* Plans, organizes, coordinates and administers complex construction projects from schematic design through project completion; interprets specifications and drawings, determines feasibility, assesses environmental impact, ensures regulations are met, and closes out completed projects;
* Utilizes Job Order Contracting (JOC) software, documentation and develops procedures;
* Sets up, maintains and utilizes databases and other specialized computer systems; analyzes data; prepares or directs the preparation of correspondence, reports, and claims;
* Obtains, evaluates and negotiates proposals from consultants, contractors and vendors; administers contracts; ensures contractor compliance with plans, specifications, and building code regulations; reviews and approves change orders;
* Performs site inspections to resolve problems;
* Coordinates for contactor background checks, access badges, and security escorts for contractors working at County facilities
* May make presentations at Board of Supervisor meetings;
* Performs other related duties as required.

Education, Training and Experience
Considerable experience performing complex construction project management which has led to the acquisition of the required knowledge, skills and abilities.
The required knowledge, skills and abilities may also be obtained by:
* Completion of a Bachelor's degree in engineering or a related field and
* Five (5) years of facilityconstruction project management experiencewith construction values of at least $150,000. Five (5) years to include at least two (2) years of direct supervisory experience including performance reviews and disciplinary actions.
NECESSARY SPECIAL REQUIREMENTS
* Possession of and the ability to maintain a California driver license
* Proficiency using the following current office software and programs:
* Project management software
* Computerized Maintenance Management Software (CMMS)
* Experience with VCFMS or a financial management system
* Microsoft Word and Excel
* Managing facility construction projects including development, evaluation, selection, and implementation of staff and contracted resources to get the work done
* Developing and maintaining productive, professional and collegial work relationships with divergent groups, such as employees, management, consultants, contractors and regulatory officials;
* Preparing, monitoring and managing operational budgets;
* Participating in process improvement initiatives;
* Developing and/or contributing to strategic plans.
* Two (2) years of management experience including budgetary responsibility
* Experience and/or training related to Lean Six Sigma

Knowledge, Skills, and Abilities
Considerable knowledge of:

* current office computer systems and software used to produce required reports, track projects and manage staff, including Microsoft Word and Excel and some project management software;

* process improvement methodologies, such as Lean Six Sigma.

* manage a large workload while remaining flexible in response to changing priorities and deadlines;

* read and understand construction drawings and specifications.
Work is performed primarily in an office environment and may include travel to and from construction sites, which may involve working near equipment or machinery or rough or uneven surfaces, and exposure to dust, noise, chemicals, gas, fumes or heights. May occasionally be exposed to inclement weather or other conditions requiring moderate to heavy physical activity or the use of personal protective equipment. TRAINING & EXPERIENCE EVALUATION
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. ORAL EXAMINATION - 100%
A job-related oral examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
Because this is a continuous recruitment the dates of the oral exam will depend on when a sufficient number of qualified applications are received.
