General Description Brief description of the job to be performed.
The ODI FAIR Families Actively Improving Relationships (FAIR) Clinic, in partnership with Juniper Tree Counseling, is seeking interventionists who will be part of a 3-4 member clinical team made up of QMHP, QMHA, and CADC level counselors in Douglas County, Oregon.
The FAIR Clinic will be hiring counselors who meet either QMHA or the QMHP requirements. The FAIR Counselors provide intensive services following a program manual using evidence-based strategies to address parenting deficits, mental health problems, substance use, and ancillary needs (e.g., housing, employment). Services are provided at times and places that are convenient to clients (e.g., home, school, community). Many sessions involve family members (including children of different ages) and social supports (both prosocial and deviant).
Clients referred to the FAIR program often have co-occurring substance abuse, child neglect, and mental health concerns. The majority of clients are involved with and referred by ODHS Self-Sufficiency and Child Welfare programs. Primary substances used by referred parents are methamphetamine and/or opiates. Some parents do not have a substance use disorder but have risk-factors for beginning substance use. All applicants must feel comfortable with providing services to individuals with this presentation in home and community settings.
Essential Job Tasks to be performed (with or without reasonable accommodation).
* Follows standardized protocol for conducting treatment with parents and families
* Conducts individual, family, and couples therapy with parents using Parent Management Training and child neglect treatment, substance abuse treatment and relapse prevention planning using behavioral interventions including frequent monitored urinalysis and contingency management, mental health treatment using cognitive-behavioral and behavioral approaches and collaboration with medication providers
* Conducts treatment in the home and community settings. Some clients are un-housed and their housing environment is variable
* Provides client transportation for case management appointments and other treatment needs
* Provides case management including: participating in child welfare meetings, court appearances, medical/mental health appointments, connecting clients with resources as needed, supervising parent-child visits
* Develops comprehensive mental health assessments and treatment plans
* Completes timely documentation of progress notes, treatment plans, and monthly treatment updates to child welfare. Given the population, clinical records are frequently subpoenaed-professional and timely documentation is essential
* Participates in 24 hour on-call availability for clients
* Participates in research study-related training, on-going coaching, and fidelity-related evaluation
* Attends weekly clinical group supervision in addition to individual supervision
* Performs other related duties as required
Knowledge, skills, experience, education or training needed to perform job.
QMHP Level 9
Master's degree with major course work in Counseling, Marriage and Family, Clinical Psychology, or Social Work or a related mental health field required and 2 years related experience
QMHP Level 10
Master's degree with major course work in Counseling, Marriage and Family, Clinical Psychology, or Social Work or a related mental health field required and 3 years related experience
* Must have a Certified Alcohol and Drug Counselor certificate or be willing to obtain one within the first year of employment
* Experience with intake assessments or clinical treatment planning formulation preferred
* Experience with a behavioral approach to treatment preferred
* Experience treating families preferred
* Experience implementing evidence-based or protocol-driven treatment preferred
* Experience with the administrative components of treatment (case documentation) required
* Demonstrated ability to work as part of a treatment team
* Must meet any required state certification or licensing criteria
* Must be able to pass a background check to maintain position
* Must be able to work a variety of hours during the weekdays and sometimes weekends to accommodate clients' schedules; including being available '24/7' for certain periods of time
* Must have a valid driver's license, reliable car, and adequate automobile liability insurance (see Vehicles section below)

* Must be comfortable discussing sensitive topics regarding substance use, criminal activity, mental health functioning, exposure to traumatic experiences, and parenting.
* Must be flexible in working with a population that has a history of poor follow-through with appointments; persistence and strengths-based orientation is key.

* Must be able to interpret spoken or written communication.
* Must be able to lift and carry equipment; personal computer, boxes of assessment documents, etc. (10-30 pounds on an occasional basis)

* Driving will be an essential function of this position, therefore employee must comply with the ODI Driving Policy, including:
* Employee must have valid Driver License.
* Employee must provide current Declaration page showing the employees current insurance policy and coverage. Policy must carry liability insurance of no less than $300,000 combined single limit or $300,000 personal injury and $100,000 property damage limits.
* Employee must have and maintain a driving record that is within the parameters set by ODI's current liability insurance carrier.
* Employee will use own personal transportation for local travel.
* Employee may use rental cars when deemed more efficient for long distance travel.

* Must be able to pass a background check to maintain position.
* After completion of 90-day training period you must be able to keep up with the average time and accuracy allowed for a full caseload. These standards will be discussed during the training period.
* After training for conducting sessions and other assessment procedures in high-risk neighborhoods, must demonstrate good judgment regarding completing tasks while maintaining personal safety.
* Exercises good judgment, effective problem-solving strategies, and appropriate interpersonal skills in various settings.
