The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government, comprised of 16 agencies with over 20,000 employees statewide. EOHHS services directly touch the lives of slightly more than 1 in 4 residents in the Commonwealth - some of our most vulnerable children, youth, adults, and elders. The Department of Developmental Services (DDS) is the health and human service agency which provides a variety of supports to children & adults with intellectual and developmental disabilities. Supports are designed to promote meaningful participation and inclusion in all aspects of community life. There are different eligibility criteria and services for children and adults. Services are individualized and planned to use a person-centered approach and are coordinated through our 23 Area and 4 Regional Offices. Services are provided through contracts with not for profit agencies or through two self-directed service options and are monitored through a variety of quality management systems. The Massachusetts Executive Office of Health and Human Services (EOHHS) - Information Technology (IT) is seeking to hire a highly motivated Senior Program Manager / Data Analyst to join the EOHHS-IT team focused on activities within the Department of Development Services (DDS) team. Data Management is a key driver of DDS operations and reporting. DDS Information Technology is moving to a Data Warehouse with enhanced Data Analytics to provide support to the agency's needs. The primary responsibilities of the Senior Program Manager/ Data Analyst will oversee the design, delivery, and maintenance of the DDS data and analytics program. The program team will facilitate data management activities including requirements gathering, data collection, data exchange, data organization, data transformation (ETL), platform architecture, user access, and information security. The Senior Program Manager / Data Analyst will bring end to end data management experience and the ability to elicit and integrate DDS data needs with EHS-IT technology services and capabilities. They will analyze business objectives to define efficient, persistent, and scalable data technology solutions. They will manage vendor partnerships including selection, procurement, performance management, and budget. They will partner with the DDS executive team to define and support short- and long-term DDS data strategy goals, knowledge management, training, and communications. The primary work location for this role will be at 1000 Washington St, Boston, Massachusetts 02118. The work schedule for this position is Monday thru Friday, 8:00AM to 4:00PM. The Sr Program Manager is expected to occasionally travel to the 4 DDS Regional MA offices located in: Danvers, Worcester, Wrentham, and Springfield. The incumbent will also be expected to travel to any region, area office or group home within the Commonwealth of MA. Responsibilities: * Partner with DDS leadership to define immediate, short, and long-term technology/analytics needs * Define and bridge gaps between technical capabilities and business objectives * Map data between source systems, data warehouses, and data marts * Manage vendor partners to build end to end technology and services capabilities * Manage and facilitate ongoing work planning meetings with DDS executive and operations teams * Implement and manage program intake, project management, prioritization, and delivery processes * Develop data warehouse process models, including sourcing, Extract-Transform-Load (ETL) * Document and translate business requirements into technical specifications * Implement release management solutions to establish domain-based release schedules * Ensure industry leading query and BI tools are available to support end user analytics * Oversee the development and delivery of scheduled reports, extracts, and applications * Responsible for coding and documenting procedures, and programming, testing and debugging cloud-based data warehouses. * Administer data access and provisioning protocol for role-based user profiles Preferred Knowledge, Skills & Abilities: * Minimum 5 years of IT data delivery and analytics experience in a data warehouse or business intelligence reporting role(s) preferably in a healthcare or state government environment. * Minimum 2 years of experience working as an IT project or program leader leading and managing a data delivery team(s) with minimum 3-5 direct reports. * Proven experience and delivery of complex data solutions supporting planned business objectives * Experience developing SQL queries to validate data presence, completeness, and accuracy * Extensive knowledge and experience with the following cloud database platforms: IBM Cognos Analytics and SaaS Snowflake. * Ability to work and provide audience appropriate documentation independently * Experience with conflict resolution and experience with Supervision of direct reports * Experience in managing escalated issues and dispute resolution any components of a project. Understand when it is necessary to escalate to Sr. Management for resolution assistance. * Oversight and delivery of knowledge management and training solutions * Possesses the ability to own and maintain processes and standards and can say no when needed in the interest of the big picture. * Vendor Management experience (procurement, performance management, budget, reporting) * Must be self-motivated, well organized and have strong innovation and facilitation skills * Strong organizational skills with the ability to maintain accurate records and status reporting. * Shows an excellent level of written and verbal communication skills, including hosting training sessions, giving presentations and would be able to represent the organization in a customer facing (internal and external) situation in a professional manner. Education and Certification: * Bachelor's Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience. Prior Government or healthcare experience preferred * Project Management Certification (PMP) preferred * SnowPro and/or IBM Cognos Analytics Certification desirable.
